There should be a "+" plus icon on the top right corner of the city UI, just next to the list of the notables in the city. yes the alternative is either using party screen or using console command to give troop. or I guess if you have the perks for donating weapons or armour, you can use inventory with cheats in to get all equipment, disregard them after a battle and gain insane amount of xp for troops. I remember that command, i think it no longer works.
